By the morning of September 27, it had triggered record flooding across <strong>Rabun</strong>, <strong>Habersham</strong>, <strong>Stephens</strong>, <strong>Wilkes</strong>, <strong>Hart</strong>, and <strong>Franklin</strong> counties, washing out roads, bridges, and entire neighborhoods. Helene is now the <strong>deadliest hurricane to hit Georgia since 1898</strong>.</p>
